{"id":54263,"date":"2024-05-10T11:16:36","date_gmt":"2024-05-10T10:16:36","guid":{"rendered":"https:\/\/grayling.com\/?p=54263"},"modified":"2024-09-27T13:35:31","modified_gmt":"2024-09-27T12:35:31","slug":"why-healthcare-should-be-a-priority-for-scotlands-new-fm","status":"publish","type":"post","link":"https:\/\/grayling.com\/pl\/news-and-views\/why-healthcare-should-be-a-priority-for-scotlands-new-fm\/","title":{"rendered":"Why healthcare should be a priority for Scotland&#8217;s new FM"},"content":{"rendered":"<p><span class=\"s4\">Three months ago, Au<\/span><span class=\"s4\">d<\/span><span class=\"s4\">it Scotl<\/span><span class=\"s4\">and published a damning report on the state of the Scottish NHS.<\/span><span class=\"s4\"> In the report, the Auditor General highlighted the <\/span><span class=\"s4\">significant changes that were re<\/span><span class=\"s4\">quired to <\/span><span class=\"s4\">deliver a financially sustainable health service. None of this will come as a surprise to those working in the sector, but <\/span><span class=\"s4\">any hope of rapid change is likely to be <\/span><span class=\"s4\">hampered by financial, cultural<\/span><span class=\"s4\">, communication<\/span><span class=\"s4\"> and <\/span><span class=\"s4\">innovation <\/span><span class=\"s4\">constraints. <\/span><\/p>\n<p><span class=\"s4\">Three months on and progress is <\/span><span class=\"s4\">limited. <\/span><span class=\"s4\">As policy and communication experts, we\u2019ve looked at four challenges and how Scottish Ministers could look at addressing each of them. Scottish Ministers have a window this summer to put in place both policy and finance to address these issues.<\/span><\/p>\n<p><strong><span class=\"s2\">The financial challenge<\/span><\/strong><\/p>\n<p><span class=\"s4\">The financial challenge is at the root of the issue. NHS boards across Scotland are facing eye-watering deficits. These are not going to be fully addressed in the short to medium-term by any government. But instead of sweeping it under the carpet, the Scottish Government should publish a plan that shows what measures they are taking to bring NHS finances back under control. Starving NHS boards of capital funding could put new buildings and services back five years, so the public needs to know how the finances will be brought back on track. And with workforces still hugely stretched, talent is not going to be attracted into the NHS unless there is long-term funding and an updated workforce strategy in place.<\/span><\/p>\n<p><strong><span class=\"s2\">The communications challenge<\/span><\/strong><\/p>\n<p><span class=\"s4\">When the NHS is performing well, as it has in the past, communications are not an issue. But this is an election year and NHS services are struggling. As a result, political stakeholders and the wider public are asking questions about how services are being delivered. This is stretching hard-pressed communications teams with the NHS to breaking point. Embracing AI will help address productivity within these departments<\/span><span class=\"s4\">,<\/span><span class=\"s4\"> but ultimately<\/span><span class=\"s4\">,<\/span><span class=\"s4\"> they need the finances and resources to deliver effective communications.<\/span><\/p>\n<p><strong><span class=\"s2\">The innovation challenge<\/span><\/strong><\/p>\n<p><span class=\"s4\">The centre-point of the UK Budget\u2019s proposed reforms to public services was the introduction of new NHS productivity measures.<\/span> <span class=\"s4\">The productivity review is <\/span><span class=\"s4\">expected<\/span><span class=\"s4\"> to release some \u00a33.4bn of capital funding to support AI<\/span><span class=\"s4\">, digital and technological investments. <\/span><span class=\"s4\">Yet, none of this is new. The NHS has been innovating for years, maximising the use of <\/span><span class=\"s4\">data and <\/span><span class=\"s4\">technology as they have become available. The complexity lies in the roll out of these services, sustained finance and, critically, interoperability.<\/span><\/p>\n<p><span class=\"s4\">And none of this innovation change will be possible unless the finance is available to make it happen<\/span><span class=\"s4\">, much of which is dependent on the next Spending Review, which will take place after the General Election.<\/span><span class=\"s4\"> There is little doubt that the NHS can <\/span><span class=\"s4\">s<\/span><span class=\"s4\">ave money, <\/span><span class=\"s4\">but it\u2019s not an organisation that is adept at making swift changes \u2013 hence the cultural challenge.<\/span><\/p>\n<p><strong><span class=\"s2\">The<\/span><span class=\"s2\"> cultural challenge<\/span><\/strong><\/p>\n<p><span class=\"s4\">If t<\/span><span class=\"s4\">echnology is a challenge, deep-rooted cultural issues are possibly even greater. There is much to admire in the NHS culture but due to its sheer scale, it can be slow to change. <\/span><span class=\"s4\">It also carries a great deal of political baggage, which can make reform difficult.<\/span> <span class=\"s4\">What shape should the NHS take? Where <\/span><span class=\"s4\">should it step back, or provide greater support?<\/span><span class=\"s4\"> And, most importantly, <\/span><span class=\"s4\">preventative healthcare <\/span><span class=\"s4\">needs a collective, joined up approach.<\/span><\/p>\n<p><span class=\"s4\">The NHS cannot solve the health problems of the nation alone. Some <\/span><span class=\"s4\">c<\/span><span class=\"s4\">linical settings can give way to a more inclusive community<\/span><span class=\"s4\">-led<\/span><span class=\"s4\"> approach. Such changes require <\/span><span class=\"s4\">changes to <\/span><span class=\"s4\">entrenched roles and positions to embrace partnerships <\/span><span class=\"s4\">with <\/span><span class=\"s4\">the third sector, private sector or other parts of the NHS network.<\/span><span class=\"s4\"> And, of course, it requires financial commitment to the preventative health agenda, just as the Audit Scotland report called for.<\/span><\/p>\n<p><span class=\"s4\">The NHS may not be at breaking point yet, but the cracks are certainly showing. The root issue certainly stems from funding constraints and the impact of both Brexit and the pandemic. Ultimately though, the NHS is in need of reform and the sooner ministers can grapple with that and make sure the finance is in place, the better.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"Three months ago, Audit Scotland published a damning report on the state of the Scottish NHS.
